Planning and organization of short term roadworks at federal highways
Because most of the German motorways were built in the 1970s and 1980s, the proportion of routes that require repair or a complete renovation increases.
In the course of the necessary building measures, the establishment of working places is required.
Every year, about 400 longer-term road works are set up in Germany.
In addition, the around 100,000 roadworks of shorter duration will block lanes for several hours.
Roadworks on federal motorways are unavoidable in order to maintain the condition of the road network, but always intervene in the flow of traffic. The type, extent and duration of the roadwork can and should be flexibly adapted to the respective traffic volume. In addition to maintaining the capacity or sufficient quality of the traffic flow, securing employment plays the most important role. The requisite traffic-controlling, restricting or prohibiting measures at workplaces primarily serve the safety of the road users and the workers in the construction site area.
However, both goals- maintaining the quality of traffic and ensuring road safety - can be reconciled only to a limited extent, especially for short-term roadworks. Firstly, the safety measures should be as simple as possible in order to minimize the work involved in setting up and dismantling stationary workplaces . On the other hand, the results of on-site accident analyzes and observations indicate that the risk of accidents tends to increase the better the quality of the traffic flow at the point of entry to a workplace; and thus the higher the travelspeed is.
If traffic volumes continue to rise steadily, the need for maintenance and servicing measures will continue to increase in the future, which will ultimately lead to an increased number of short term roadworks. The overall goal of the project is therefore the development of nationwide guidelines for the efficient planning, organization and implementation of short-term roadworks taking into account occupational safety while maintaining the quality of traffic.
